Office Fit Out Malaysia: A Week-by-Week Timeline for Tenants

TL;DR: A 5,000 sq ft office fit out in Malaysia usually takes about 20 weeks from first brief to move-in. Roughly 6 weeks go on finding and signing the space, 6 on design, approvals and tender, and 8 on building, furniture and handover. Most delays start before site work, so the weeks that matter most are the first twelve.

Most fit-out timelines online start at the design brief or the day the contractor arrives. For a tenant, that is too late. Your clock starts when you begin looking for space, and rent often starts before the office is ready.

This guide sets out an office fit out Malaysia timeline week by week, from brief to move-in. It shows what you, the landlord, the designer and the contractor each do in every phase, and where the weeks usually go missing.

It is written for admin managers, finance heads and founders who have a lease date and a move-in date to protect. CTN Interior Solutions has designed and built offices in Petaling Jaya, Kuala Lumpur and across Malaysia since 2001. The programmes below are illustrative planning guides, not promises for any one project.

1. How Long Does an Office Fit Out in Malaysia Take?

Quick Answer: Plan on about 15 weeks from design start to handover for a 5,000 sq ft office, and about 20 weeks if you count the search and lease. A light refresh of a small floor can take 7 weeks. A 20,000 sq ft, two-floor project needs about 25 weeks, before the search and lease are added.

The total depends less on floor size than on what the floor already has, how many approvals the scope triggers and how fast you decide. The four phases at a glance:

The four phases of a tenant office fit-out and their usual length.
Phase Typical weeks Who leads Your main job
Find and secure the space1–7You and the landlordTest-fit, agree fit-out period
Design6–10DesignerApprove layout on time
Approvals and tender9–12Designer, landlordAward the contract
Build and hand over13–20ContractorBook IT and the move

For what each phase includes in scope, see our page on office fit-out services.

Key takeaway: Treat the fit-out as a 20-week project that starts at the property search, not a 6-week build that starts on site.

2. What Does a Week-by-Week Office Fit-Out Timeline Look Like?

Quick Answer: In our illustrative 20-week plan for a 5,000 sq ft office, the lease is signed in week 7, design runs from week 6 to 10 and approvals from week 9 to 12. Site works run from week 13 to 18, with furniture ordered in week 11 so it lands before handover in weeks 19 and 20.

Three overlaps make this plan work, and each one is a decision rather than a default:

  • Design starts before the lease is signed. A test-fit in weeks 2 to 4 lets concept work begin early.
  • Tender runs alongside approvals. Contractors price while the landlord reviews.
  • Furniture is ordered before site works. Made-to-order desks often need six weeks or more.

Our guide to test-fits before you lease explains how to use weeks 2 to 4 well.

Key takeaway: The plan only reaches 20 weeks because design, tender and furniture overlap. Run them one after another and the same office takes several weeks longer.

3. Weeks 1 to 7: What Should Tenants Do Before Signing the Lease?

Quick Answer: Before signing, fix your headcount and room list, test-fit two or three shortlisted units, and get the landlord’s fit-out guide. Then negotiate the fit-out period, the reinstatement terms and the date rent starts. Those three lease terms decide how much pressure the rest of the programme will carry.

A typical sequence for this phase:

  • Weeks 1–2: write the brief. Headcount now and at lease end, rooms and IT. Our article on how to write an office design brief sets out the eight sections.
  • Weeks 2–4: shortlist and test-fit. A quick layout on each unit shows which floor fits without waste.
  • Weeks 4–6: read the fit-out guide. It sets work hours, deposits and drawing rules.
  • Weeks 5–7: agree terms and sign. Ask for a fit-out period that matches the real programme.

In a softer market, tenants have more room to negotiate. JLL reported Kuala Lumpur prime office vacancy at 14.8% in Q2 2026, which still gives most occupiers a choice of floors and some leverage on the fit-out period.

Key takeaway: Negotiate the fit-out period from a real programme. If the lease gives eight weeks and the work needs fourteen, the gap is paid in rent.

4. Weeks 6 to 12: How Long Do Design, Approvals and Tender Take?

Quick Answer: For a mid-sized office, allow about five weeks for concept and detailed design, then two to four weeks for landlord and authority review, with tender running in parallel. Approvals rarely take long on their own. The delay comes from incomplete drawings that go back and forth with the building manager.

Kuala Lumpur made small jobs easier in 2022. Bernama reported that DBKL no longer needs an architect or engineer to submit minor non-structural works such as small partitions. Fire system changes still follow the Fire and Rescue Department of Malaysia process.

Our guides to office authority submissions in Malaysia and to each stage of a design consultancy cover the paperwork in more detail.

Key takeaway: Submit a complete drawing set once. Resubmissions cause more approval delays than slow reviewers do.

5. How Does Office Size and Scope Change the Fit-Out Timeline?

Quick Answer: In our model, a 2,000 sq ft refresh takes about 7 weeks from design start to handover, a 5,000 sq ft full fit-out about 15 and a 20,000 sq ft, two-floor project about 25. Site works grow fastest with size, while design and approvals grow more slowly.

Modelled estimate by CTN Interior Solutions, assuming an existing tower floor with usable base services, overlapping tender and approvals, and furniture ordered at tender. Colours: sand = design, taupe = approvals and tender, red = site works, charcoal = IT and handover.

What tends to push a project to the long end of its range:

  • Shell floors. A bare unit adds weeks of M&E work.
  • After-hours rules. Many towers limit noisy work to nights and weekends.
  • Regional sign-off. Head-office design reviews add weeks, as our guide to MNC office design in Malaysia explains.

Older floors bring their own surprises, covered in our article on upgrading an older Malaysian office floor.

Key takeaway: Floor area sets the site weeks, but base services and approvals decide whether you land at the short or long end.

6. Weeks 13 to 20: What Happens on Site Before You Move In?

Quick Answer: Site works follow a fixed order: protection and demolition, M&E rough-in, partitions and ceilings, then floors, joinery and paint. IT, AV and signage go in near the end, followed by testing, the landlord’s inspection and a snag list. Your team’s job is to have IT, furniture and the move booked.

A typical order on a 5,000 sq ft floor:

Typical sequence of site works on an office fit-out, by week.
Weeks On site What you should be doing
13Protection, demolition, setting outConfirm IT vendor
14–15Air-conditioning, power, data, fireApprove open samples
15–17Partitions, glazing, ceilingsBook the movers
17–18Flooring, paint, joineryConfirm furniture delivery
18–19IT, AV, signagePlan seating
19–20Testing, inspection, snagsSign the handover

A defects period follows handover, as our article on what happens after handover explains. Our guide to office interior design pricing tiers in Malaysia shows how meeting rooms and AV add both cost and weeks.

Key takeaway: The tenant’s critical path in the final weeks is IT and furniture, not walls. Book both before site works start.

7. Why Do Office Fit-Out Projects in Malaysia Run Late?

Quick Answer: Klang Valley contractors in a University of Malaya study ranked labour shortage (4.50 out of 5) and their own financial difficulties (4.44) as the top causes of delay. Construction mistakes and coordination problems came next. Cost overrun was the most common effect, named by 55.6% of respondents.

The study in the Journal of Design and Built Environment covered large commercial builds rather than fit-outs, though the same pressures of labour and cash flow apply on smaller jobs. It also cites research that 17.3% of Malaysian government contract projects ran over three months late or were abandoned.

What the ranking means for a tenant:

  • Ask about manpower. How many workers, and who supervises daily?
  • Pay on clear milestones. Prompt payment protects contractor cash flow.
  • Reduce interfaces. Fewer contracts leave fewer gaps, as our comparison of freelancer, studio and design and build routes shows.
Key takeaway: The causes contractors rank highest are people and cash flow. Check both when you choose who builds your office, not only the price.

8. How Much Does a Late Fit-Out Week Cost a Tenant?

Quick Answer: At the RM6.88 per sq ft monthly prime rent JLL reported for Kuala Lumpur in Q2 2026, each late week on a 5,000 sq ft office costs about RM7,938 in rent. At Petaling Jaya’s RM4.61 average, the same week costs about RM5,319. Four late weeks in KL come to about RM31,750.

The rent inputs come from JLL’s Q2 2026 Kuala Lumpur office figures and Knight Frank data reported by The Edge. The real cost is often higher if you are still paying for the old office. Keep it small by matching the fit-out period to the programme, overlapping the two leases slightly and agreeing delay terms in the contract.

For where the rest of the budget goes, see our breakdown of office renovation cost in Malaysia.

Key takeaway: A month’s delay on a mid-sized KL floor costs over RM30,000 in rent alone. Time is a budget line, so plan it like one.

9. How Can You Keep an Office Fit Out Malaysia Programme on Track?

Quick Answer: Start design before the lease is signed, freeze the layout before tender, and order long-lead furniture early. Submit complete drawings once, book IT and the move well before handover, and avoid finishing during the Chinese New Year and Hari Raya weeks.

  1. Set the move-in date first: Work backwards and check the lease fit-out period covers it.
  2. Test-fit before you sign: Confirm the floor fits and note services you can reuse.
  3. Freeze the layout before tender: Late changes become variation orders that cost both money and weeks.
  4. Order long-lead items at tender: Order furniture, glass and AV while approvals run.
  5. Submit a complete drawing set: Include M&E and fire details the first time.
  6. Plan around festive weeks: Keep handover clear of Chinese New Year and Hari Raya.

Festive dates matter in 2027. The federal holiday list reported by Human Resources Online puts Chinese New Year on 6–7 February and Hari Raya Puasa on 10–11 March, only a month apart. A March handover needs extra float.

Our complete guide to office interior design in Malaysia links every stage of the project, from brief to aftercare.

Key takeaway: A programme stays on track when decisions are made on time. Most of the six steps above are in the tenant’s hands.

10. Conclusion: Plan the Office Fit Out Malaysia Timeline From Day One

Quick Answer: An office fit out in Malaysia runs to about 20 weeks for a mid-sized floor once you count the search and lease. The build is the predictable part. The weeks that slip are usually the early ones, so start design early, freeze decisions and match the lease to the programme.

Put the move-in date at the top of the brief, and let every other date work back from it. When you are ready to test your own timeline, our office fit-out team can start with a site visit and a draft programme.

11. Frequently Asked Questions

1. How long does an office fit-out take in Malaysia?

For a 5,000 sq ft office, plan on about 15 weeks from design start to handover, or about 20 weeks including the property search and lease. Small refreshes can take 7 weeks; large multi-floor projects can exceed 25.

2. When should I appoint an office designer?

Before you sign the lease. A designer who test-fits your shortlisted units can confirm the floor works and start concept design while lease terms are agreed, which saves several weeks.

3. How long does DBKL or landlord approval take for an office fit-out?

It varies by building and scope. Landlord review is needed for every fit-out, and a complete drawing set is the best way to avoid resubmissions. Since 2022, DBKL lets minor non-structural works be submitted without an architect or engineer.

4. What is a rent-free fit-out period?

It is a period at the start of a lease when the tenant can do fit-out works without paying rent. Its length is negotiable, so base it on a real programme.

5. Can we stay in the office while it is renovated?

Often, yes, if the work is phased and noisy trades run after hours. Expect the programme to run longer.
