Finance, HR, IT support and procurement teams for a whole region often end up in one Malaysian office. The business case is approved, the headcount plan is set, and then someone has to turn it into a working floor by a fixed go-live date.
This guide is for the regional leads, finance directors and facilities managers who carry that job. Most articles on the topic cover company registration and tax incentives. This one follows the physical side: choosing the location, sizing the space for a growing team, planning for data security, and the programme from lease to go-live.
CTN Interior Solutions has designed and built offices in Malaysia since 2001. Modelled figures in this article are labelled as such, and public data links to its source.

1What Does a Shared Services Office Setup Involve?
Quick Answer: A shared services office setup covers everything needed for a regional support centre to open on day one: the lease, the design and fit-out, the IT network, physical and data security, the people who will sit there, and the approvals and incentives tied to the operation. Each needs an owner and a date, because they all meet at go-live.
The office is only one part of the job. The table shows the six workstreams that usually run side by side:
| Workstream | Usual owner | What it covers |
|---|---|---|
| Property | Real estate or finance lead | Location, test-fit, lease terms, expansion rights |
| Design and build | Facilities lead with a design and build team | Layout, fit-out, furniture, M&E, approvals |
| IT and network | Regional IT | Carrier lines, server or comms room, Wi-Fi, phones, AV |
| Security and data | IT security and compliance | Access control, CCTV, secure rooms, clean-desk rules |
| People | HR | Hiring waves, training, induction, staff amenities |
| Compliance and incentives | Finance and legal | Entity, incentive commitments, licences, insurance |
Trouble starts when these run as separate projects: the fit-out finishes on time but the network lines are still pending, or the floor opens before the first hiring wave arrives. Our complete guide to office interior design in Malaysia explains the design stages in more detail.
2How Big Is Malaysia’s Shared Services Sector?
Quick Answer: Malaysia’s global business services sector has grown fast. The GBS Malaysia Mid-Term Report 2025 counted 749 GBS companies, up 66.8% since the 2022 strategy launch, with investment rising from RM730 million in 2021 to RM9.87 billion in 2024 and more than 36,000 high-value jobs created.
The headline numbers below explain why good floors for regional teams are in demand in the Klang Valley.
| Measure | Value | Period | Note |
|---|---|---|---|
| GBS companies | 749 | 2024 | Up 66.8% since the 2022 strategy launch |
| Investment in 2021 | RM0.73 billion | 2021 | Starting point |
| Investment in 2024 | RM9.87 billion | 2024 | About 13.5 times the 2021 level |
| High-value jobs created | 36,000+ | To 2025 | Cumulative |
| Projected revenue | RM28.14 billion | 2025 | Projection, not an outturn |
Source: GBS Malaysia Mid-Term Report 2025, as reported by Focus Malaysia (5 November 2025).
One public example shows the scale. In August 2026, The Star reported that Delivery Hero had moved its Malaysia Shared Service Centre into a 38,000 sq ft office in Kuala Lumpur, an investment of more than RM20 million. The centre supports 16 markets across Asia-Pacific, Turkey and Europe.
Incentives matter too. MIDA’s regional operations booklet lists shared services, such as corporate training, HR and finance and accounting, among the qualifying services for its Principal Hub incentive. Incentives like this usually come with job and spending commitments, so the office plan should match the headcount you commit to. Check current terms with MIDA, as schemes change.
Regional teams often follow a head-office design guide. Our article on MNC office design in Malaysia shows how to match it with local rules.
3Where Should a Shared Services Centre Be Located in the Klang Valley?
Quick Answer: Choose the location by talent first and rent second. Kuala Lumpur gives the best transit access and the widest talent pool, while Petaling Jaya, Subang Jaya and Cyberjaya cost much less per square foot. In our model of a 300-seat centre, annual rent ranges from about RM1.34 million in Cyberjaya to RM2.68 million in KL’s new CBD.
Rent is the easiest number to compare, so it often decides too much. The model keeps the floor size fixed and changes only the location.
| Location | RM psf a month | Annual rent | RM a year | RM per seat |
|---|---|---|---|---|
| KL new CBD | 7.45 | 2,682,000 | 8,940 | |
| Kuala Lumpur average (JLL) | 6.88 | 2,476,800 | 8,256 | |
| KL City average | 6.80 | 2,448,000 | 8,160 | |
| Subang Jaya | 4.69 | 1,688,400 | 5,628 | |
| Petaling Jaya | 4.61 | 1,659,600 | 5,532 | |
| Cyberjaya | 3.73 | 1,342,800 | 4,476 |
Modelled by CTN Interior Solutions: 300 seats × 100 sq ft per person = 30,000 sq ft × rent × 12. Rents from Knight Frank Q1 2026 via The Edge Malaysia, except the KL average (JLL Q2 2026 via Real Estate Asia). Excludes service charges. Not a quotation.
Weigh these alongside rent:
- Transit: staff on shifts or hybrid patterns value an LRT or MRT station within a short walk.
- Talent pool: language and finance skills cluster in certain areas; ask your recruiters before the agents.
- Building services: check after-hours air-conditioning, backup power and riser space for your network.
- Room to grow: a building with spare space on the next floor is worth more than a cheaper one with none.
Before signing, a test-fit of each shortlisted floor shows how many seats each one really holds.
4How Much Space Does a Shared Services Office Need?
Quick Answer: Most shared services offices plan around 90 to 120 sq ft per person, including meeting rooms, training and amenities. Transaction teams in finance or HR sit at the denser end, while IT and project teams need more space for collaboration. Add a training room early, because new hiring waves arrive every few months.
For comparison, the British Council for Offices recommended 10 to 12 m² per desk in 2022, which is about 108 to 129 sq ft. Shared services floors often run a little denser, as many roles are desk-based all day.
The spaces that make a shared services floor different from a normal office are these:
- Training room: each hiring wave needs two to six weeks of classroom time, often for 15 to 25 people.
- Video rooms: regional teams work with colleagues in other time zones all day, so small video rooms fill first.
- Secure rooms: payroll, HR cases and audit work need rooms with controlled access.
- Prayer rooms and pantry: a multicultural team expects a surau, a nursing room and a pantry sized for shift peaks.
Our guide to localising multinational office design covers these amenities in detail, and our floor plan examples for 10, 30 and 50 staff show how room mixes change with team size.

5Should You Lease for Day-One or Year-Three Headcount?
Quick Answer: Leasing for the final headcount on day one wastes rent while the team grows. In our model of a centre growing from 100 to 300 staff over three years, leasing the full 30,000 sq ft at once leaves about RM2.48 million of rent on empty space. Leasing 20,000 sq ft with an option on more cuts that to about RM0.83 million.
Shared services centres grow in waves, so the space plan should too. The model compares three ways to lease for the same growth.
| Year | Staff | Sq ft leased | Empty sq ft | Rent on empty space | RM |
|---|---|---|---|---|---|
| A: Lease and fit 30,000 sq ft on day one | |||||
| Year 1 | 100 | 30,000 | 20,000 | 1,651,200 | |
| Year 2 | 200 | 30,000 | 10,000 | 825,600 | |
| Year 3 | 300 | 30,000 | 0 | 0 | |
| B: Lease 20,000 sq ft, option on 10,000 more | |||||
| Year 1 | 100 | 20,000 | 10,000 | 825,600 | |
| Year 2 | 200 | 20,000 | 0 | 0 | |
| Year 3 | 300 | 30,000 | 0 | 0 | |
| C: Lease 10,000 sq ft, expand every year | |||||
| Year 1 | 100 | 10,000 | 0 | 0 | |
| Year 2 | 200 | 20,000 | 0 | 0 | |
| Year 3 | 300 | 30,000 | 0 | 0 | |
Modelled by CTN Interior Solutions at 100 sq ft per person and RM6.88 psf a month (JLL Kuala Lumpur average, Q2 2026). Totals: A RM2,476,800; B RM825,600; C RM0. Excludes fit-out phasing costs and assumes space is available when needed.
Strategy C looks cheapest on paper, but it carries the most risk:
- Availability: the next floor may be let to someone else when you need it.
- Disruption: each expansion means another fit-out, approval round and move.
- Consistency: phased floors built years apart rarely match unless the design standard is fixed early.
Strategy B is a common middle path: negotiate an expansion option or right of first refusal, and design the full floor plate at the start. Our guide to briefing a workplace design team with real data explains how to size each phase from attendance data.
6How Does Data Security Shape a Shared Services Floor?
Quick Answer: Shared services teams handle payroll, customer and supplier data for many countries, so the layout needs zones. Visitors stay in a public zone, staff work in a controlled zone, and sensitive work such as payroll or HR cases sits in secure rooms with stricter access. Clean-desk storage and secure printing support the same rules.
Malaysian data law has also tightened. The Personal Data Protection (Amendment) Act 2024, summarised by LAW Partnership came into force in stages in 2025, adding data protection officer duties and mandatory breach notification. Client audits from head office often check the physical controls too.
| Zone | Who enters | Design features |
|---|---|---|
| Public | Visitors, couriers, interview candidates | Reception, meeting rooms by the entrance, no screens in view |
| Controlled | All staff with access cards | Open workspace, lockers, privacy filters, secure print release |
| Secure | Named staff only | Card and PIN access, CCTV, no phones policy if required, shredding |
Plan the zones before the furniture, because moving a secure room after the access cabling goes in is costly. Our guide to BPO office interior design in Malaysia covers similar controls for client audits.
7How Long Does a Shared Services Office Setup Take?
Quick Answer: Our illustrative programme for a 30,000 sq ft centre runs about 36 weeks from site search to the first team going live. Fit-out itself takes around 13 weeks. The rest goes to finding the site, signing the lease, design, approvals, network orders and testing, and those steps are where most delays start.
The chart puts each workstream on one timeline.
| Workstream | Weeks | Timeline (week 1 to 36) |
|---|---|---|
| Site search and test-fit | 1–6 | |
| Lease negotiation and signing | 5–10 | |
| Design and landlord approval | 9–16 | |
| Network and carrier orders | 10–26 | |
| Authority submissions | 14–20 | |
| Contractor tender and award | 15–18 | |
| Fit-out works | 19–31 | |
| Furniture and AV delivery | 26–32 | |
| IT, security and access install | 29–34 | |
| Testing and dry run | 33–35 | |
| First team go-live | 36 |
Illustrative programme by CTN Interior Solutions for a 30,000 sq ft, single-floor centre. Lead times vary by building, carrier and approval route; confirm them for your site.
Three points from the programme:
- Order network lines early: carrier lead times can outlast the fit-out, so place orders as soon as the lease is agreed.
- Overlap design and lease: a test-fit during negotiation lets design start the day the lease is signed.
- Protect the dry run: a few days of testing with real staff and systems catches problems before go-live.
Our week-by-week office fit-out timeline breaks down the build stage, and our guide to office authority submissions in Malaysia explains which works need approvals.
8How Do You Plan a Shared Services Office Setup Step by Step?
Quick Answer: Fix the go-live date and hiring waves first, then shortlist locations by talent and transit. Test-fit the best floors, sign a lease with room to grow, and design the full floor plate. Order network lines early, build in phases if needed, and finish with a dry run before the first team moves in.
Six steps take the project from business case to go-live:
- Fix the date and hiring waves: Agree the go-live date and how many people arrive in each wave.
- Shortlist by talent and transit: Check where your recruiters can hire, then compare rent and building services.
- Test-fit and negotiate: Test-fit two or three floors and negotiate expansion rights alongside the rent.
- Design the whole floor plate: Set zones, the room mix and the design standard for every future phase.
- Order long-lead items: Place carrier, furniture and security orders as soon as the lease terms are agreed.
- Build, test and move in: Complete the works, run a dry run with real staff, then move the first team in.
Hybrid working also affects the plan. CBRE’s 2026 workplace occupancy research reports that average office utilisation rose to 53% in 2025, with peaks near 80%. Size for the busiest day. For contact centre teams within the centre, see our guide to call centre layout design.

9Conclusion: Plan the Office Around the Hiring Plan
Quick Answer: A shared services office setup works when the office, IT, security, people and compliance plans all aim at one go-live date. Choose the location by talent, lease in step with hiring, zone the floor for data security and order long-lead items early.
Every regional centre is different, but the order of decisions rarely changes: hiring plan, location, then floor. Get those right and the fit-out becomes the easier part. A workplace design and build approach keeps those decisions under one programme.
10Frequently Asked Questions
