A tenant asking for a “green office” usually means one of two things. Some want lower bills, better air and less waste, with no certificate. Others need a formal rating because head office, a client tender or a sustainability report asks for one. The second group then faces a choice most guides skip: GBI, GreenRE or LEED.
This sustainability office design Malaysia guide is for office managers, finance teams and sustainability leads fitting out a rented floor. Most pages compare the schemes for whole buildings. This one covers only the interior tools a tenant can use: what each rewards, what it costs and when to decide.
CTN Interior Solutions has designed and built offices in Malaysia since 2001. Scheme figures in this article link to the scheme owners’ own documents, and modelled figures are labelled as such.

1What Does Sustainability Mean in Office Design in Malaysia?
Quick Answer: In a rented office, sustainability means the parts of the space a tenant controls: lighting, cooling zones, metering, materials, furniture, water fittings, indoor air and fit-out waste. The building’s chillers, facade and lifts belong to the landlord. A green office interior improves the tenant’s share and proves it with records or a rating.
A tenant on level 18 cannot add solar panels or change the glass, so the interior tools rate tenants only on what they can change.
In practice, a tenant’s scope covers:
- Energy inside the demise: light fittings, sensors, sub-meters, server rooms and after-hours cooling.
- Healthy indoor air: low-emission paints, adhesives and furniture, plus fresh air and carbon dioxide checks.
- Materials and waste: reusing furniture, choosing recycled or certified products and recording what leaves site.
- Location choice: picking a building near public transport, which most schemes reward before any design starts.
If your goal is reporting rather than a certificate, our guide to ESG office interior design in Malaysia covers the reportable numbers. This article is for teams who need the rating itself.
2GBI vs GreenRE vs LEED: What Is the Difference?
Quick Answer: GBI was set up in 2009 by Malaysia’s architects and consulting engineers. GreenRE was formed in 2013 by REHDA, the developers’ association. LEED comes from the US Green Building Council. All three rate office interiors, and all use four rating levels. The main differences are who recognises them, the rules and the cost.
The table compares the three on the points a tenant usually asks about. GBI figures come from the GBI Interiors assessment criteria and GBI fee schedule; GreenRE details from GreenRE’s own site; LEED details from USGBC’s LEED pages.
| Point | GBI | GreenRE | LEED |
|---|---|---|---|
| Who runs it | Greenbuildingindex Sdn Bhd; developed by PAM and ACEM, interiors tool with MGBC and MIID | GreenRE Sdn Bhd, formed by REHDA | US Green Building Council |
| Year started | 2009 | 2013 | 1990s (US); current versions v4.1 and v5 |
| Interior tool | GBI Interiors (ID) | Office Interior category (INT) | LEED ID+C: Commercial Interiors |
| Rating levels | Certified 50, Silver 66, Gold 76, Platinum 86 (of 100) | Bronze, Silver, Gold, Platinum | Certified 40, Silver 50, Gold 60, Platinum 80 (of 110) |
| Assessment | Design Assessment, then Completion & Verification Assessment | Provisional, then full certification | Design and construction review |
| Keeping the rating | Re-assessed every three years | Renewal listed in statistics | Interiors certified once at completion |
| Best recognised by | Malaysian landlords, councils and local groups | Malaysian developers and landlords | Multinationals and global investors |
Sources: GBI, GreenRE and USGBC documents linked above. Recognition row is CTN Interior Solutions’ summary.
GBI re-checks a rating every three years, which suits a tenant on a long lease. GreenRE does not publish its interior point bands online, so ask for the current tool before setting a target.
3Which Green Rating Is Best for an Office Interior in Malaysia?
Quick Answer: No scheme is best for everyone. Choose LEED if a global parent or client asks for it by name. Choose GBI or GreenRE if the building already holds that rating or Malaysian partners know it better. If nobody asks for a certificate, design to a scheme’s criteria without paying to certify.
Use the situations below as a starting point:
| Your situation | Usual choice | Why |
|---|---|---|
| Regional office of a US or European group | LEED ID+C | Group policies and global portfolios often list LEED by name |
| Building already rated GBI | GBI Interiors | Same assessor network and building data; GBI Interiors also scores the building you pick |
| Building already rated GreenRE | GreenRE Office Interior | Landlord data and contacts are already in the GreenRE system |
| Malaysian company reporting under the national framework | GBI or GreenRE, or none | Reporting needs measured data; a rating is optional evidence |
| Small office with no client or group request | No certificate | Use a tool as a design checklist and keep the fee for better fittings |
Multinationals often have a global standard that names the scheme, as our guide to MNC office design in Malaysia explains.
One test settles most cases: who will read the certificate? A global property report points to LEED; a Malaysian landlord, council or client knows GBI and GreenRE.

4Where Do the Points Come From in GBI and LEED Interiors?
Quick Answer: Energy carries the most weight in both tools: 28 of 100 points in GBI Interiors and 38 of 110 in LEED ID+C. GBI then gives a quarter of its points to site, space design and project management. LEED puts more weight on water and transport. Indoor air and materials sit in the middle for both.
The chart shows each category’s share of points, from the GBI Interiors criteria and the LEED v4.1 ID+C Commercial Interiors scorecard.
| Tool | Share of points | % |
|---|---|---|
| Energy (EE 28 / EA 38 points) | ||
| GBI Interiors | 28.0% | |
| LEED ID+C | 34.5% | |
| Site, location and project management (SM 25 / LT 18 + IP 2 points) | ||
| GBI Interiors | 25.0% | |
| LEED ID+C | 18.2% | |
| Indoor environmental quality (EQ 19 / EQ 17 points) | ||
| GBI Interiors | 19.0% | |
| LEED ID+C | 15.5% | |
| Materials and resources (MR 14 / MR 13 points) | ||
| GBI Interiors | 14.0% | |
| LEED ID+C | 11.8% | |
| Water (WE 4 / WE 12 points) | ||
| GBI Interiors | 4.0% | |
| LEED ID+C | 10.9% | |
| Innovation and regional priority (IN 10 / IN 6 + RP 4 points) | ||
| GBI Interiors | 10.0% | |
| LEED ID+C | 9.1% | |
Sources: GBI Interiors assessment criteria (100 points); USGBC LEED v4.1 ID+C Commercial Interiors scorecard (110 points). Grouping and percentages calculated by CTN Interior Solutions.
Two details stand out for Malaysian tenants:
- GBI rewards design directly. Its Sustainable Space Design item is worth 10 points, so layout and zoning count, not only equipment.
- LEED’s 12 water points need your own fittings. On many Malaysian floors the landlord owns the toilets.
Lighting is the easiest energy win in both. GBI gives up to 3 points for a lighting power density at or below 5 W/m², and our guide to light, air and acoustics in commercial offices covers how to keep that comfortable.
5How Common Are Certified Office Interiors in Malaysia?
Quick Answer: Still rare. GreenRE’s own statistics, as at 31 August 2026, show 25 interior projects registered and 15 certified, out of 1,603 registered projects across all categories. Interiors make up about 1.6% of its registrations. A certified office interior still stands out in a tender or recruitment pitch.
The chart uses GreenRE’s published statistics by category. Each bar splits registrations into certified and in progress.
| Category | Certified ■ / in progress ■ | Registered | Certified |
|---|---|---|---|
| Residential | 694 | 493 | |
| Non-residential building | 296 | 202 | |
| Township | 168 | 158 | |
| Existing non-residential | 134 | 91 | |
| Industrial | 107 | 74 | |
| Retail | 93 | 41 | |
| Existing industrial | 36 | 29 | |
| New data centre | 31 | 11 | |
| Interior | 25 | 15 | |
| Healthcare | 15 | 7 |
Source: GreenRE statistics page, data as at 31 August 2026. Certified includes provisional and full certification.
Leases are short, programmes are tight and many tenants assume a rated building covers them. It does not: a rated tower says nothing about the lighting, materials or air inside your floor.
A rated building plus a rated interior is a stronger story than either alone, and our office design trends for 2026 show green credentials becoming a tender requirement.
6How Much Does Green Certification Cost for an Office Fit-Out?
Quick Answer: The certification fee itself is modest. GBI Interiors charges RM2,500 before service tax for interiors under 1,000 m². LEED ID+C costs a non-member US$1,700 to register plus at least US$2,525 for review. The larger costs are consultant time, energy modelling, testing and better products.
The table models fees for three office sizes. GBI fees come from its published fee schedule (excluding 6% service tax, which is added below). LEED fees come from USGBC’s certification fee page for v4.1 and v5 ID+C. GreenRE does not publish its fees online.
| Office size | Scheme fee | Renewal | Fee per sq ft |
|---|---|---|---|
| GBI Interiors (RM, incl. 6% service tax) | |||
| 5,000 sq ft (465 m²) | RM2,650 | RM530 | RM0.53 |
| 10,000 sq ft (929 m²) | RM2,650 | RM530 | RM0.27 |
| 30,000 sq ft (2,787 m²) | RM7,420 | RM848 | RM0.25 |
| LEED ID+C, non-member (US$) | |||
| 5,000 sq ft (465 m²) | US$4,225 | – | US$0.84 |
| 10,000 sq ft (929 m²) | US$4,225 | – | US$0.42 |
| 30,000 sq ft (2,787 m²) | US$4,225 | – | US$0.14 |
| GreenRE Office Interior | |||
| All sizes | Quoted on enquiry | – | – |
Modelled by CTN Interior Solutions from the GBI fee schedule (28 October 2021; covers one design and one completion assessment) and USGBC ID+C fees (US$1,700 registration plus US$0.052 per sq ft, minimum US$2,525). Excludes consultant and testing costs.
Three things follow from the table:
- The fee is not the decision. On a 10,000 sq ft office, GBI’s fee works out to about RM0.27 per sq ft.
- LEED’s minimum applies below roughly 48,500 sq ft, so most Malaysian office interiors pay the same LEED fee whatever their size.
- Budget for the work behind the points: sensors, sub-meters, low-emission products, an air test and facilitator time.

7Which Design Moves Earn Points in Every Scheme?
Quick Answer: The same handful of moves score in GBI, GreenRE and LEED: efficient lighting with sensors, sub-metering, low-emission materials, reused furniture, a construction waste plan, water-efficient fittings and an indoor air test before move-in. Choosing a rated, transit-linked building adds points before design even starts.
The table maps each move to the GBI and LEED credit it earns.
| Fit-out move | GBI Interiors item | LEED ID+C credit |
|---|---|---|
| Low lighting power, zoned switching and sensors | EE2 Lighting & Plug Load (12) | Optimize Energy Performance; Interior Lighting |
| Sub-meters for lighting, power and cooling | EE4 Measurement, Verification & EE Performance (8) | Advanced Energy Metering (2) |
| Rated building near public transport | SM1 Building Selection, SM3 Public Transportation Access | Location and Transportation (up to 18) |
| Low-emission paint, adhesive and furniture | EQ2 Indoor Air Pollutants (3) | Low-Emitting Materials (3) |
| Reused furniture and materials | MR1 Materials Reuse & Selection (2) | Interiors Life-Cycle Impact Reduction (4) |
| Construction waste plan with records | SM10 Construction Waste Management (1) | Construction and Demolition Waste Management (2) |
| Water-efficient taps and pantry fittings | WE2 Water Efficient Fittings (2) | Indoor Water Use Reduction (12) |
| Air quality test before move-in | EQ12 IAQ Before & During Occupancy (1) | Indoor Air Quality Assessment (2) |
For sustainability office design Malaysia tenants, most of these also cut running costs. Our ESG fit-out guide models the electricity savings from lighting, controls and after-hours zoning, and our guide to materials that last in corporate offices covers durable, low-emission finishes.
On an older floor, many of these moves are already part of a retrofit of an older Malaysian office.
8How Do You Get an Office Interior Certified Step by Step?
Quick Answer: Confirm which scheme is needed, check the building before you sign, register and appoint a facilitator before design, design to a target with a buffer, collect evidence during build, then submit for final assessment after completion. Plan for re-assessment if the scheme requires it.
Six steps keep the process on track:
- Confirm the scheme and target: Get the scheme and level in writing.
- Check the building before signing: Ask for its rating, transport access and whether toilets and meters are in your demise.
- Register and appoint a facilitator early: Facilitator and professional points are lost if you start late.
- Design to the target plus a buffer: Aim a few points above the level you need, since some credits fail at review.
- Collect evidence during build: Keep product data sheets, waste records, commissioning reports and photos.
- Submit and plan the renewal: GBI’s final assessment is due within 12 months of completion or 50% occupancy, whichever is earlier, with re-assessment every three years.
The GBI assessment process splits the work into a Design Assessment and a Completion & Verification Assessment, so the drawings are checked before you build. Fit this into the programme in our week-by-week office fit-out timeline, and run a test-fit before you lease so the building check happens before the deposit.
A single fit-out team handling design, build and documents keeps every record with one party.

9Conclusion: Choose the Scheme Your Readers Trust
Quick Answer: Good sustainability office design Malaysia work starts with one question: who needs to see the rating? Pick GBI, GreenRE or LEED to match that audience, decide before design, and spend on the moves that score in every scheme.
Sustainability office design Malaysia projects do not need a certificate to be worthwhile, but when one is needed, the interior tools make it achievable. For the wider fit-out picture, our complete 2026 guide to office interior design in Malaysia covers planning, budgets and approvals.
10Frequently Asked Questions
1. Is GBI or GreenRE better for an office in Malaysia?
Neither overall. Both are Malaysian and tropical. Choose the one your building holds or your clients recognise.
2. Can a tenant get LEED certification in Malaysia?
Yes. LEED ID+C: Commercial Interiors is built for fit-outs where the tenant does not control the building shell.
3. Does a GBI-rated building make my office green?
No. The building rating covers the base building. Your lighting, materials, air quality and waste are only assessed if you certify the interior.
4. How long does green certification take for an office fit-out?
It runs alongside the fit-out. GBI assesses the design first, then verifies after completion.
5. What is the cheapest way to make an office more sustainable?
Efficient lighting with sensors, sub-metering, reused furniture and low-emission finishes. They cost little extra and score in every scheme.
