Most people who search for “office floor plan designer Malaysia” want one thing: a drawing that shows where the desks go. That drawing matters, but it is only one sheet of what a good floor plan package should contain.
This guide explains what you should receive, why each drawing exists and what it costs you when one is missing. It is written for business owners, office managers and HR or admin leads planning a move or a refit in the Klang Valley or elsewhere in Malaysia.
CTN Interior Solutions has planned and built offices in Malaysia since 2001, including open-plan workstation floors, boardrooms and pantry areas. The checks below are the ones any layout should pass before it goes to tender.

1What Does an Office Floor Plan Designer Do?
Quick Answer: An office floor plan designer turns your headcount, teams and ways of working into a measured layout for a specific floor. The plan decides where people sit, how many meeting rooms you get, where walls and doors go, and whether the result passes landlord, Bomba and council checks.
In Malaysia the job is done by several kinds of people, and each one stops at a different point:
| Who draws it | What you usually get | Where it usually stops |
|---|---|---|
| Furniture supplier | Workstation layout to sell its own desks and chairs | No ceiling, power or rule checks |
| Freelance draughtsperson | CAD drawings of what you describe | Draws your idea; rarely challenges the brief |
| Interior design consultancy | Brief, space programme, full drawing set | Hands the drawings to a contractor you appoint |
| Design and build firm | Full drawing set plus construction | Carries the plan through to handover |
The difference matters most when something goes wrong. If the plan came from a furniture catalogue, nobody is responsible for the fire exit route or the air-conditioning return. Our guide to the interior designer’s role versus the architect and contractor sets out who signs what. Our comparison of freelancers, studios and design and build firms then helps you pick the right fit.
2What Drawings Should an Office Floor Plan Designer Give You?
Quick Answer: A complete office floor plan package usually has eight parts: a measured survey, a space programme, a zoning plan, a layout plan, a furniture plan, a reflected ceiling plan, a power and data plan, and a finishes plan. Each answers one question that a contractor, landlord or approving body will ask.
| Drawing | Question it answers | Stage | Who relies on it | If it is missing |
|---|---|---|---|---|
| Measured survey | What is really on site: columns, risers, sprinklers, windows | Before design | Designer | Layouts drawn on the landlord’s marketing plan miss columns and services |
| Space programme | How many desks, rooms and support spaces you need | Before design | You and the designer | Rooms added late squeeze the desk area |
| Zoning plan | Which team sits where; public versus private areas | Concept | Management | Visitors walk through working areas |
| Layout plan | Walls, doors, desks and circulation to scale | Concept to final | Landlord, contractor | Escape routes and corridor widths go unchecked |
| Furniture plan | Every desk, chair, cabinet and its size | Final design | Furniture supplier | Orders that do not fit between columns |
| Reflected ceiling plan | Lights, diffusers, sprinklers and detectors above | Final design | M&E engineer, Bomba | New walls block sprinklers or air flow |
| Power and data plan | Floor boxes, sockets, data points, AV | Final design | Electrician, IT | Cables trail across floors after move-in |
| Finishes plan | Flooring, wall and ceiling finishes by area | Final design | Contractor, quantity surveyor | Quotes cannot be compared like for like |
Illustrative checklist by CTN Interior, based on a typical Malaysian office fit-out. Exact drawing names vary by designer.
Not every project needs all eight at full detail. A 1,500 sq ft refresh may combine the layout and furniture plans. A new 10,000 sq ft floor needs every sheet, because each one feeds a different trade.
The measured survey is the step most often skipped. Leasing plans are marketing drawings. Columns, risers and sprinkler heads are often in different places on site. Our guide to test-fits before you lease shows how to check this early, and our stage-by-stage consultancy guide shows when each drawing is signed off.
3How Much Space Per Person Does an Office Need?
Quick Answer: There is no Malaysian legal minimum for desk space, so most planners use benchmarks. The British Council for Offices found UK offices averaged 9.6 sq m per desk in 2018, down from 14.8 sq m in 2001, and in 2022 recommended 10 to 12 sq m per person.
| Year | Measure | Sq m per desk | Approx. sq ft per desk |
|---|---|---|---|
| 2001 | BCO average, typical floor | 14.8 | 159 |
| 2008 | BCO Occupier Density Study | 11.8 | 127 |
| 2013 | BCO Occupier Density Study | 10.9 | 117 |
| 2018 | BCO average | 9.6 | 103 |
| 2022 guide | BCO recommended range, 10–12 | 10–12 | 108–129 |
Source: British Council for Offices, as reported by Workplace Insight (2013 and October 2022). UK data; sq ft converted by CTN Interior at 1 sq m = 10.76 sq ft.
The BCO’s 2022 guidance also warns that densities tighter than 8 sq m per person are more likely to hurt comfort, wellbeing and performance. Its earlier density study showed the long squeeze: 11.8 sq m in 2008 and 10.9 sq m in 2013.
Two cautions before you use these figures in Malaysia:
- They measure the whole working floor. Desk, share of meeting rooms, pantry and corridors are all included, not just the desk itself.
- Industry changes the answer. Contact centres plan far tighter than law firms. Our complete guide to office interior design in Malaysia gives a worked space budget for 50 people.
4What Does Each Square Metre Per Person Cost in Rent?
Quick Answer: At JLL’s Q2 2026 average Kuala Lumpur rent of RM6.88 per sq ft a month, every 1 sq m per person costs about RM890 a year. A plan at 12 sq m per person costs roughly RM10,660 per person a year in rent, against about RM8,890 at 10 sq m.
| Space per person | Relative rent | Rent per person a year |
|---|---|---|
| 8 sq m (Tight; BCO comfort warning) | RM7,109 | |
| 9.6 sq m (UK average, 2018) | RM8,531 | |
| 10 sq m (BCO range, low end) | RM8,887 | |
| 12 sq m (BCO range, high end) | RM10,664 | |
| 14.8 sq m (UK average, 2001) | RM13,152 |
Modelled estimate by CTN Interior: space per person × 10.76 sq ft × RM6.88 × 12 months. Rent from JLL’s Q2 2026 Kuala Lumpur average via Real Estate Asia. Illustrative only; excludes service charges.
For a 50-person office, the gap between 10 and 12 sq m per person is about RM88,900 a year at JLL’s Q2 2026 average rent. Over a three-year lease, that is more than RM266,000, which is worth setting against any design fee.
This is the main reason to pay for a proper plan. A designer who tests the brief can often find space you do not need, such as an oversized boardroom or desks for staff who are rarely in. Regional head offices often bring their own density targets, as covered in our guide to MNC office design in Malaysia.

5Is a Free Layout From a Furniture Supplier Enough?
Quick Answer: A free supplier layout is enough for a small furniture refresh in an existing office. For a new lease, new walls or any change to ceilings, lighting or air-conditioning, you need a designer’s drawing set, because the supplier layout does not check services, escape routes or approvals.
Supplier layouts are not bad. They are drawn for a different job: selling and fitting furniture. Compare what each covers:
| Question | Free supplier layout | Designer floor plan package |
|---|---|---|
| Fits the desks on the floor? | Yes | Yes |
| Checked against the measured site? | Sometimes | Yes, from the measured survey |
| Meeting rooms sized to real use? | Rarely | Yes, from the space programme |
| Lights, sprinklers and air flow checked? | No | Yes, on the ceiling plan |
| Escape routes and exits checked? | No | Yes, before landlord submission |
| Usable for tender pricing? | No | Yes, with finishes and power plans |
| Brand-neutral furniture choice? | No, uses its own range | Yes |
A good test is to ask who will answer if the landlord rejects the drawing. If nobody will, you have a sales layout. Our guide to office interior company types explains which firm suits which job, and our article on design service fees covers how planning work is usually priced.
6Where Does the Floor Area Go in a 50-Person Plan?
Quick Answer: On the same 6,500 sq ft floor, a layout drawn around desk count can lose about 20% of the area to corridors and leave no focus rooms. A plan built from a space programme gives up some desk area but adds meeting, focus and storage space the team actually uses.
| Zone | Desk-count layout (light) vs programme-led plan (dark) | Desk-count layout | Programme-led plan |
|---|---|---|---|
| Desks | 3,400 | 3,000 | |
| Meeting rooms | 600 | 900 | |
| Circulation | 1,300 | 900 | |
| Pantry | 500 | 600 | |
| Reception | 400 | 300 | |
| Focus rooms | 0 | 300 | |
| Manager rooms | 300 | 240 | |
| Server and storage | 0 | 260 |
Illustrative scenario by CTN Interior for a 6,500 sq ft floor and 50 staff. Programme-led split matches the space budget in our office interior design guide. Not a real project.
Three things change between the two plans:
- Corridors shrink. Grouping teams and rooms cuts circulation from 1,300 to 900 sq ft.
- Small rooms appear. The HubStar Hybrid Occupancy Index 2025–2026 found 64% of meetings happen in rooms for four people or fewer, so focus and small meeting rooms get used.
- Back-of-house gets a home. Server and storage space stops being taken from the pantry.
Density targets shift by sector. A 24-hour contact floor needs a very different split; see our guide to BPO office interior design in Malaysia. Open and activity-based concepts change it again, as our piece on open, hybrid and activity-based offices shows.
7Which Malaysian Rules Shape an Office Floor Plan?
Quick Answer: A Malaysian office floor plan must satisfy the landlord’s fit-out guide, fire safety rules under the Uniform Building By-Laws, local council requirements, accessibility standards and indoor air quality guidance. A good designer checks the layout against each one before it is submitted, not after a rejection.
- Landlord fit-out guide. Sets approved contractors, working hours, partition types and what must be reinstated at lease end.
- Fire safety and escape routes. The Uniform Building By-Laws limit how far people may travel to an exit. New rooms can create dead ends or block sprinklers, which Bomba and the building’s engineer will check.
- Local council. In Kuala Lumpur, DBKL allows some minor interior works without a submitting professional since 2022, but larger changes still need one.
- Accessibility. UBBL by-law 34A points to MS 1183 and MS 1184, as a University of Malaya study on accessibility compliance explains.
- Indoor air quality. DOSH’s Industry Code of Practice on Indoor Air Quality 2010 sets limits that new walls and closed rooms can push you past.
Foreign head offices sometimes ask for global layouts that clash with these rules, such as all-glass meeting rooms with no fire-rated walls. Our guide to localising a multinational office in Malaysia covers how to adapt them. For the full approval route, see our article on building fit-out rules in Malaysia.

8How Do You Brief an Office Floor Plan Designer?
Quick Answer: Give your designer real numbers: headcount now and in three years, attendance patterns, team groupings, meeting sizes, storage needs and any head-office standards. Then agree a space-per-person target, review two layout options on the measured floor and sign off zoning before detail design starts.
- Count people and growth: List staff by team today and the expected headcount in three years.
- Record how people work: Note office days, typical meeting sizes and who needs privacy.
- Set a space target: Agree a space-per-person range and the rent it implies.
- Get the floor measured: Ask for a measured survey before any layout is drawn.
- Compare two options: Review two layouts with a zone table and visitor route for each.
- Sign off in stages: Approve zoning, then layout, then ceiling, power and finishes.
Our guide to writing a design brief for commercial office designers gives a full template. If staff work hybrid, size for the busiest day, as explained in our article on office interior solutions for hybrid work. For sample layouts, see our floor plan examples for 10, 30 and 50 staff.
9Conclusion: Pay for the Plan, Save on the Lease
Quick Answer: A good office floor plan designer in Malaysia gives you a full drawing set, a clear space-per-person target and a layout checked against local rules. That package costs far less than the rent it can save over a lease.
When you compare designers, compare drawing lists, density targets and rule checks, not just renders. When you are ready to plan your floor, our office interior design consultants can start from your headcount and the floor you are considering.
10Frequently Asked Questions
1. What does an office floor plan designer charge in Malaysia?
Fees vary with floor size and how many drawings are included. Ask for a fee tied to a named drawing list, so you can compare quotes like for like.
2. How long does an office floor plan take?
A first layout on a measured floor can be ready within days to a few weeks. A full drawing set with ceiling, power and finishes plans takes longer and depends on how quickly you sign off each stage.
3. How many square feet per person does an office need?
Many planners start at 10 to 12 sq m per person, about 108 to 129 sq ft, based on British Council for Offices guidance. Your industry and attendance pattern change the right number.
4. Can I use the landlord’s floor plan for my layout?
Use it only as a starting point. Leasing plans often do not show columns, risers and sprinklers accurately, so get a measured survey before final layouts.
5. Does an office floor plan need Bomba approval?
Changes that affect escape routes, sprinklers or fire-rated walls are checked by the building’s engineer and may need fire authority review. Your designer should flag this before submission.
